Competition for federal money speeds education reform in Illinois

Carlos Perez, the director of public policy for the Illinois Network of Charter Schools, said the federal government’s emphasis on reform in programs like Race to the Top helped push the state legislature to move the cap from 60 charter schools to 120. When charter schools were initially authorized in 1996, only 15 were allowed.
